Default Problems sending email

As above on behalf of my dad. Emails come in but sit in the outbox when sent until Windows mail is closed then re-opened at which point they go???
Is there a setting that stops emails being sent immediately?

Any help appreciated.

Do they send when you click send & receive?

I think there's a setting in options to send mail immediately. (Tools menu, options, then on the send tab).
