Default Painting garage floor

I have recently bought a new build house. The garage floor is very dusty and I want to paint it. Can someone suggest a cheap way of sealing it so I can paint it. Cheers.

Brush clean, then wash with half water/half PVA mix with a roller. Couple of coats of that then paint.

There are some garage floor paints that include a sealer
