Black with yellow stripe are usually Earth to chassis wires. May have corroded and then vibration has caused it to come away from mounting point.

The wire is a very small diameter

does it actually come out of the air con drain?

if it does then i would hazard a guess and say it is not factory fit and has been routed in for something else at some point in its life,as i doubt subaru would route a wire through the drain tube.
