How long does it take between someone earning the max amount and me being able to issue a ticket?

You can ticket them anytime from $100 to the full amount, the trick is either holding out for the big wonga with the risk they move a car or shooting your load early and only getting some measly return

No, I meant if someone has parked in a 'No Parking' spot on my street and they've earned the full whack whilst they've been parked there, how long does it take between them getting the full whack and a 'Ticket' thingy popping up so that I can shaft them?

The parking spaces change on intervals, there is no set time so you just have to be lucky
