Default Rear seat belts

Got an issue with my rear seat belt i think

When i put baby seat (as in the newborn variety) in the car I have to wrap the belt around the seat/carrier and attach the belt to a slide in section.
This isnt so much a problem, the problem lies when i try to remove the seat!
Because i have fitted the seat and let go so all the slack is taken back, when it comes to pull the belt out to obtain some slack to remove the seat it won't allow it.
It locks solid and i then have to undo belt and remove everything just to take the carrier.
Is this normal for the rear belts to do this as i have tried both sides and get the same problem
