How to correctly tighten a powersteering belt?

Any tips on how to do it?
Had all by belts changed in the summer and as soon as this cold come in my power steering belt has started to whine when cold and the steering has become quite notchy, so thought i would check the belt before replacing the pump itself.
Just been out and checked the belt and there is a good inch and a bit of play in the belt, is this ok or too much?
Any tips on how to tighten it?

Don't hold me to this, but I think you should be able to just about twist the belt through 180 degrees so the inner side is facing up?

I would have said 90 degrees
