I would say chase the old owner up and see if it's gone. You won't be able to get tax without having the V5 document.

If he plays funny - speak to the DVLA and see what the score is. They should be able to tell you if the V5 has been sent out or not to the new user. If not you can order a new one from them (at a cost)

Just take Section 10 of the Registration Certificate you were given and insurance cert and MOT cert to the post office and they will issue you a new tax disc no problem.

I was told directly by the DVLA in Chelmsford that the Section 10 part of the V5 would not be enough to get the vehicle tax'ed. They wanted to see a whole V5 document in my name.

the first question online is..

"I am the registered keeper of the vehicle. I have the V5C Registration Certificate (Log Book) and the address on it is correct. Please note, this service cannot change your address. "

yes or no..

Pencil in the name and address on the green part. Take valid certificate of insurance with the green part you got to the post office no problem taxing the car this way? May need mot too but it can certainly be done.
